Rumors on the LATOC forum have been that "TPTB" have already used massive supercomputers to assign every region, city, town, and even individual a "detrivore score". The theory goes that as resources dry up these scores will be used to determine which areas remain connected to the overall grid. Sounds tinfoilish at first but keep in mind that banks have been using similar, albeit less sophisticated, computer programs to figure out where to invest their money for at least 10 years.
Now, like I said, for now the "detrivore scorcing" system is just a rumor circulating at the LATOC Forum. But here are some quotes from NSA whistleblower Russel Tice about a secret program he says is far beyond anything we've heard about to date and so horrific in scope it should never be revealed to the public:

Program that Bush acknowledged in December. “It’s an angle that you
haven’t heard about yet,” he said. "I'm referring to what I need to tell
Congress that no one knows yet, which is only tertiarily connected to what
you know about now. In my case, there’s no way the programs I want to
talk to Congress about should be public ever, unless maybe in 200 years
they want to declassify them. You should never learn about it; no one at
the Times should ever learn about these things.

As far as why people like you and I are allowed to discuss this stuff on my forum, my guess is all our data and information was autamatically plugged into the supercomputers and they've determined we're simply not a threat.
